EU Treaty Reform

The European Convention ran from February 2002 until June 2003 when it delivered a draft Constitutional Treaty to the EU heads of government.

In October 2003 the IGC was launched with a deadline for agreement in December 2003. Negotiations broke down at the Brussels Summit over the voting weights for countries in the EU Council. The talks were re-started by the Irish Presidency and were concluded at the June 2004 Summit.

The final Constitutional Treaty was signed in October 2004 in Rome by the 25 EU Heads of State.

The Treaty will enter into force if all 25 countries have ratified it within 2 years.

**Updated** 2007 IGC talks: EU leaders reach agreement on a ’Reform Treaty’

On 19 October 2007, the 27 Member States finally reached agreement on the text of the Reform Treaty which will be formally adopted on 13 December in Lisbon, Portugal.
In June, EU leaders agreed on the mandate for the 2007 Inter-governmental conference (IGC), to draft the Reform Treaty after the ’Constitutional Treaty’ of 2004 was rejected by popular referenda in France and the Netherlands. The final text differs from the original mandate in several areas.

The 25th of March 2007 marked the 50th anniversary of the Treaty of Rome which established the European Union. The event offered an opportunity to look ahead to the next 50 years and imagine the EU of 2057.
The ’Berlin Declaration’ was adopted on the 25 March 2007. The Declaration reflected upon the main achievements of the EU so far, and reaffirmed its values:

Brussels, 23 May 2007 - On the 25th March the European Union celebrates its 50th birthday and defines its vision for the next 50 years. European leaders must recognise that the health of European Citizens is key to achieving the mission and values of the EU.
The credibility of the EU’s positions on trade, environment, development and international health issues, rests upon a clear focus and priority on public health in the Berlin Declaration.

Can the Constitution be saved? If so, how and by whom?

"Can the Constitution be saved? If so, how and by whom?" was the title of the policy dialogue, hosted by the European Policy Centre.
The discussion revolved around the chances of the Constitutional Treaty ever entering into force, as well as the possible alternatives.
About 100 people attended from
EU institutions;
Assorted embassies, permanent representations and missions;
NGOs, including EPHA;
Business associations and industries.
