New Council of Europe Strategy on the Rights of the Child

The Council of Europe adopted a new 2012-2015 Strategy for the Rights of the Child. The strategy aims to provide guidance and support to actors in the field on how to make the United Nations Convention on the Rights of the Child a day-to-day reality for children in the 47 Member States of the Council of Europe.


The strategy focuses on four main objectives:

  1. promoting child-friendly services and systems (in the areas of justice, health and social services);
  2. eliminating all forms of violence against children (including sexual violence, trafficking, corporal punishment and violence in schools);
  3. guaranteeing the rights of children in vulnerable situations (such as those with disabilities, in detention, in alternative care, migrant or Roma children)
  4. promoting child participation.

Though access to health care and vulnerable children are taken into account, vulnerability of children to advertising and marketing, or to injuries has not yet entered the framework.
