European Commissioner for Agriculture and Rural Development, Dacian Cioloş, has decided to launch an open debate on the future Common Agricultural Policy (CAP) in the European Union. The objective is to contribute to a first policy paper on the CAP post-2013. The initial deadline has been extended till 11 June 2010 because of many requests to do so, and the large number of contributions being posted on the website every day.

From 2010 to 2013, the EU will decide on its new budget and policy priorities. The CAP will therefore also be revised. European Commissioner Dacian Ciolos decided to invite all stakeholders to contribute to the debate from a very early stage, i.e. by contributing to the first policy paper that the Commission will release later this year. This Communication, which will set out different options for the future CAP, will then be submitted for further consultation.

As stated in the opening of the public debate, "the CAP must also take greater account of the wealth and diversity of agriculture in the EU’s 27 Member States." Mr Cioloş added “I want the reactions and thoughts not only of farmers, but also of environmental protection associations, consumers, and animal welfare groups. We must open this debate up as much as possible. All of society benefits from this common European policy through food, land-use management, and environmental protection. So obviously citizens should have the right and time to express their views”.
A special website has been created with some questions for guidance:
Why do we need a European Common Agricultural Policy?
What are society’s objectives for agriculture in all its diversity?
Why should we reform the CAP and how can we make it meet society’s expectations?
What tools do we need for tomorrow’s CAP?
