Due to road accidents, accidents at home and the work place, self-harm, suicide, and violent behaviour toward others, alcohol is the third largest cause of ill health and premature death in the European Union. In addition, Europeans have the highest consumption of alcohol per capita, more than 2.5 times higher than the rest of the world.

The twelve NGOs, including EPHA, expressed their willingness to collaborate with EU efforts in reducing alcohol-related harm and increase the health and well-being of all people living in Europe.

The policy statement identifies a number of actions that can be grouped in three types of policies:
- those that prevent alcohol from being combined with driving, working, sports and leisure activities,
- those that support information, public awareness and education, and
- policies that directly regulate the alcohol market.

The statement contains several recommendations, such as alcohol-free environments, zero tolerance when driving and a harmonised European consumer information and labelling system.
