Good health is a fundamental human right, a high priority for citizens and should be recognised as an objective for the European Union. Repeated public opinion surveys across Europe have shown that health is a key concern and that Europeans want health issues recognised in a range of EU activities such as agriculture, trade and environment policies.
The Convention on the future of Europe was responsible for drafting a Constitutional Treaty for the European Union. Specifically Article I-3 of the new draft Treaty lists the objectives of the EU. But protection of human health has not been included as an EU objective.
The Convention’s Working Group on Social Europe recommended the inclusion of public health into Article 3, this was supported by numerous amendments from Convention members, MEPs and public statements by the Greek Presidency of the EU.
Yet the final draft of the Constitutional Treaty produced by the Convention Praesidium has once again left out ’public health’. Why has the Praesdium ignored the clear messages from citizens, MEPs and convention members?
