The public health programme [1], which runs for 5 years, is implemented through annual work plans setting out the areas to be funded that year. The work plan sets out an indicative budget and funding mechanism. These funding of these areas are defined by the priorities. DG SANCO has asked civil society and citizens to comment on what priorities they feel should be included in the 2009 work plan.

Under the new Programme, civil society participation in health policy-making is promoted. Major initiatives should take full account of consultation with stakeholders and health policies should be shaped in partnership with citizens and stakeholders.

The scope of the work plan must be within the objectives of the overall programme. In general, these are:

- to improve citizens’ health security
- to promote health, including the reduction of health inequalities
- to generate and disseminate health information and knowledge
