Who we are

Created in 1872, [ANPAA] has been an official French public organisation since 1880 and has held an educational label since 1974.

Our mission

Consumption of alcohol, tobacco and other psychoactive substances cause important health and social damages.

Our purpose is to promote a general policy of prevention of the risks of alcohol and other psychoactive substances notably:
- by constant action towards public authorities and decision-makers,
- by health education and by training all sectors of society,
- by help, care and a medico-psycho-socio support
- by monitoring the improvement and enforcement of legislation

ANPAA employs 1.400 medical doctors, nurses, psychologists, social workers, social engineers, trainers and 1 000 elected volunteers in France. Teams work in about 100 localities coordinated on a regional level. We manage 130 outpatient centers and clinics, mostly located in the cities, that welcome about 50 000 patients.

ANPAA’s work

We focus on:

- Young people ANPAA leads national campaigns as well as long term programmes in schools and is involved in student evenings and provides information. It also raises awareness through interactive tools inviting young people to be aware of their behavior, to resist against social pressure, to critically analyse advertisements, to learn to feel good about themselves without taking any psychoactive product and to become independent.

- Driving To inform and aware drivers, private individuals or professionals of the dangers of alcohol consumption, medicines and illicit drugs when driving.

- Workplace What is the role of cannabis in the workplace? Which guidelines have to be implemented if somebody consumes alcohol at work? How to deal with dependency? These are the questions ANPAA is dealing with through campaigns, training, information tailored to each company by involving as many actors as possible in prevention techniques.

How do we work

ANPAA works by:

- Training professionals who have educational, social or political responsibilities, making networking easier and increasing their efficiency (300 training courses a year).

- Brief intervention: this is a national program aiming at a systematic brief intervention by general practitioners and the occupational health professionals in order to reduce the risks of addiction.

- Actions at Court: ANPAA pursues legal action to ensure industry respects advertising regulations as well as to enforce the law protecting young people. Since 1991, ANPAA has taken approximately about 40 cases to Court against the alcohol industry. In 2004, the European Court of Justice stated that the French ban on indirect television advertising for alcoholic beverages is compatible with the Community Law and that such a ban constitutes a restriction on the freedom to provide services, but is justified in its aim of protecting public health.

- Public information: intended for a broad public, the our website hosts information about us, about the risks of addiction in everyday life and about legislation. It also contains practical advice and useful addresses. ANPAA runs a magazine “ADDICTIONS” with comments on current local, national or European events, reports and points of view of professionals, researchers, etc: www.anpaa.asso.fr

- Participating in international fora: ANPAA is involved at European and international level and collaborates with the World Health Organization, the European Commission and the European Parliament. ANPAA is a founding member of Eurocare, an alliance of 50 NGOs advocating for the prevention of alcohol related harm in Europe.

How we are funded

The main partners supporting ANPAA are: the Government (Ministry of Health), the National Health Insurance agencies at regional level, local authorities, municipalities, companies, and several thousands of members.
