In brief

The aim of the Europe’s social reality: a ’stocktaking’’ was to record changes occurring in European societies in order to identify current main social challenges and set future priorities. In particular, the consultation sought views on citizens’ well-being.

Given the importance of this consultation as a means to influence the EU political priorities and the current debate on the future of the European budget after 2013, EPHA submitted a response.

Background

The public consultation ’Europe’s social reality: a stocktaking’ stems from the Commission’s broader strategy to deliver concrete policies in pursuit of prosperity, solidarity, and security with regard to jobs and growth.

In May 2006, the European Commission launched the Citizens’ Agenda aimed at delivering real change for European citizens with regard to employment and growth.

The Commission funded its strategy on two parallel approaches, the so-called ’twin track’ targeting:

- a single market review to see what can be reshaped to meet citizens’ needs related to a globalised society;
- a social reality stocktaking of social changes to set priorities to enable access and solidarity

On 20 November 2007, the European Commission adopted a package of initiatives to put into practice its Citizens’ Agenda including a Communication on Opportunities, access and solidarity: towards a new social vision for 21st century Europe.

The consultation was built on a Eurobarometer poll and a background document launched by the Bureau of European Policy Advisers (BEPA), whose role is to inform and provide political advice to the President and Commission Services on issues relevant to the President’s agenda. BEPA also defines the Annual Policy Strategy (APS) and coordinates the Commission Legislative and Work Programme (CLWP).
