The public consultation on the "social reality" of Europe aims to generate debate on social realities across Europe. The Commission wants to ’listen’, not only test policy options. The role of European policies is therefore left entirely open.

Following the communication of the European Commission FEANTSA produced a statement: Poverty reality check, Homelessness on the increase in Europe.

This report confirms the need to tackle the root causes of homelessness. The report is divided into three sections:

- Poverty, homelessness, housing exclusion
- EU level initiatives
- National trends in homelessness

FEANTSA urges the European Commission to make homelessness a key priority of EU anti-poverty strategies in the next EU social policy agenda 2010-2015.
