April 2003, Optimism for Public Health in the Treaty

On 15 April 2003, Commissioner David Byrne delivered a speech in the Institute of Politics at John F. Kennedy School of Government, Harvard University, Cambridge (US), where he said: "I am pressing for increased competencies at EU level to cope with common health threats such as communicable diseases, bio terrorism and other public health concerns that do not respect national frontiers. My reasoning for ’more Brussels’ in this area is supported by all Health Ministers".
