The package consists of 5 different regulations:

1. A general regulation aimed to set up the common rules and guidelines in programming, managing, controlling and evaluating the programmes;

2. The European Regional Development Fund (ERDF)

3. The European Social Fund (ESF)

4. The Cohesion Fund (CF)

5. The European grouping of territorial co-operation

3 objectives will guide the work of the cohesion policies:

- Convergence of the Member States and regions;
- Regional competitiveness and employment;
- European territorial cooperation

Among new measures, it should be noted that environmental aspects (in particular sustainable development) are enhanced in the management of the ERDF, together with the improvement and promotion of accessibility for people with disabilities. Social housing will also become eligible for funding. The European Social Fund more particularly, will seek to fight against social exclusion, non-discrimination, gender equality, and the inclusion of people with disabilities.

With regard to health more particularly, public health is not addressed as such. Health and Safety at work is mentioned specifically in the ESF and e-health in the ERDF. However, health aspects can be included in projects on social exclusion, inclusion, discrimination, education, and the inclusion of people with disabilities.

Next steps

In order to implement the cohesion package, the European Commission has drawn up Community Strategic Guidelines. The document establishes the priorities for investment under the new programmes. It focuses in particular on developing workers’ skills, young and old people and support the unemployed.

The Guidelines are a starting point for the establishment of national reference frameworks and operational plans to be negotiated between member states and the European Commission during the Autumn.
