Welcome to the August 2007 edition of the EPHA Newsletter.
The interim evaluation of the Public Health Programme (PHP) 2003-2008 is now available at DG Sanco’s website. The PHP is the funding mechanism of the European Commission. It supports activities such as building networks of organisations working on health issues, coordinating health activities, sharing experiences, and educating and disseminating relevant information and knowledge to improve health through prevention.
The evaluation aims to assess the impact achieved by the PHP on health in the European Union, the efficiency of resource use and how consistently and how well the PHP complements other relevant Community programmes, actions and initiatives. Although the evaluation contains very useful information about the programme formation, its management and the projects funded by the PHP, we regret not having been able to have this information at the early stages of preparation of the new PHP (which is to be agreed by the European Council within the next two months).
The evaluation demonstrates that the current PHP complements the actions of other DGs such as DG Research and DG Information Society. However more work needs to be done to coordinate the PHP with the programmes of DG Employment and Social Affairs, DG Environment, and DG Regional Policy and Development. The evaluation insists that the use of the Health Impact Assessments of policies is of paramount importance in order to achieve “health in all policies”.
