Acknowledging that television channels are the main source of information for most people, the report aimed to map 20 European countries and present national and European recommendations.

The authors’ main conclusions point out the need to raise standards in all kinds of TV programmes, as well as the danger of losing public service broadcasters.

Foucusing on four main areas - regulation, public and private broadcasters, international and European standards, and new technologies - the EUMAP puts forward 41 recommendations for national governements, as well as the EU, Council of Europe and the Organisation of Security and Cooperation in Europe (OSCE), specifically with regards to the Television Without Frontiers Directive.

Amongst advice given to the international organisations, are the need to advocate for independency of broadcasters, as an essential element of democracy. Pluralism and transparency should also lead their action. It is also strongly advised to consult civil society and NGOs in all efforts to shape media policy.
