On the 9th September Bulgaria and the European Monitoring Centre for Drugs and Drug addiction (EMCDDA) initiated the negotiations for an agreement on the participation of Bulgaria in the work of the EU agency, based in Lisbon.

The agency collects and analyses data on drug use, effects, and responses from policy-makers and practitioners in health and criminal justice and to disseminate information.

DG Justice and Home Affairs is expected to issue a Strategy on Drugs in December 2004.
